V-SIEN’s History
V-SIEN took its first step by giving 25 people Vocational training at the City Rehabilitation on 1985. A year before that, the Osaka City Rehabilitation center for the mentally-physically handicapped people was established and started running as a Vocational Rehabilitation Institution while introducing labor-bureau related policies. At first, it was supposed to be a place for providing consultation, estimating and training services to physically handicapped people, but with strong demand of the labor-bureau, it became a mainstay institution giving vocational instruction, job introduction and also support for the mentally -handicapped. With the 18th provision, 3rd clause of the [legislation about the promotion of the handicapped employment, the Osaka City Handicapped People’s Rehabilitation Cultural Association subsidy from the Japan Handicapped-Employment Promotion Association and the City. It has been established as the Handicapped Country’s first [Handicapped Vocational Ability Development Institution] with in the business program of the local government community. Being a business program of the Osaka City, operated on the subsidy of the Japan Handicapped Employment Promotion Association under the jurisdiction of the labor-bureau’s employment security office; it is a special consigned training program of the Osaka-Prefecture’s Commerce and Industry’s Labor-Bureau, operating as a social welfare corporation. It is an institution established on the interactive relationship with many other organizations. The concerned laws are quite strong, and as a new form of business covering the vague sections of the social welfare system, we have a extremely employment support network for the handicapped at the Osaka City Vocational Rehabilitation Center.
On year 1988, MAN was established to promote the communication between the handicapped and others. Back then, it was not as popular as it is now to be connected, but for handicapped people, obviously it was an effective and interesting tool for communication. Taking Heartland’ as a foundation, people started volunteer activities such as visiting handicapped people’s home and giving lectures on computers etc.
On consignment of the Osaka City, employment support enterprises started in year 1992. At first, applicants the Osaka City Employment Rehabilitation Center were over the capacity, so a period of training was required. As the enterprise extended in to other institutions, as from year 1995, gradually the candidates became limited to mentally handicapped people who lost their job because of bankruptcy or who can not find a job even with certain skills because of the lack of specific support. The enterprise was closed on Sep, 1998, and then transferred to the Osaka City Handicapped Employment Support Center. The establishment of the Nakatsu Satellite
OfficeIn the same year, [Nakatsu satellite office] was established to support handicapped people who could not find a job or get a place to work.
On year 1994, via the MAN [Heart land], handicapped people who had no other choices but to stay at home, were offered instruction courses for employment.
The establishment of the Osaka City Employment Instruction Center In year 1995, in accord with the growing needs of the employment training for the mentally handicapped, Osaka City Employment Instruction Center was recently established. the training period in the Osaka City Employment Rehabilitation Center [paper container production unit] was one year, and the full course of basic employment training for obtaining foundational skills and knowledge was two years.
In 1996, the Assistance Technology Research Center was transferred from the Osaka City Rehabilitation Center, and then carried on research and specialized development of useful implements and devices. Established Osaka City
